Position Title: Director, Analysis and Statistical Support

The National Committee for Quality Assurance (NCQA) is seeking qualified
applicants for the position of Director, Analysis and Statistical Support.
This position requires a candidate with excellent statistical analysis and
programming skills, a solid understanding of research methods, strong
management skills, and excellent verbal and written communication abilities.
The position also requires expertise in the theory and application of
statistical techniques such as sampling and variance estimation, and ability
to present statistical results clearly to a wide range of audiences.

The National Committee for Quality Assurance is a nonprofit organization
that is committed to improving the quality of health care delivered in the
United States.

The Director will manage staff engaged in the analysis of NCQA accreditation
and HEDIS data, and provide hands-on analytical support. The Director will
also help develop and refine NCQA data products, and contribute to the
successful implementation of NCQA's research agenda. The Director, Analysis
and Statistical Support will:

*       Manage and coordinate the efforts of NCQA's analysis staff, and
manage the functional unit budget
*       Personally conduct analysis of data collected by NCQA, such as
accreditation, HEDIS, and CAHPS 2.0H data
*       Have primary responsibility for developing NCQA's major, yearly
report "The State of Managed Care Quality"
*       Serve as a statistical expert to internal and external groups,
especially in the areas of sampling, variance estimation, risk adjustment,
weighting, scoring and research design
*       Present analysis results to internal and external audiences, and
communicate complex statistical concepts to non-statistical audiences
*       Be responsible for the fulfillment of contracts and grants from
external customers, such as state and federal agencies
*       Participate in analytical support, grant writing and management of
NCQA research projects
*       Maintain and enhance the NCQA Health Plan Report Card and other
consumer products
*       Manage the activities of NCQA sub-contractors

Ideal candidates for the Director, Analysis and Statistical Support position
will have the following education and experience:

*       An M.S. in Statistics or related discipline - a Ph.D. is preferred
*       5 years of analysis experience, 3 years of supervisory experience,
and 3 years of statistical development experience - 10 years of analysis
experience, 5 years of supervisory experience and heath care data analysis
experience is preferred
*       Expert knowledge of SAS, Windows 2000 and Microsoft Office
applications - a working knowledge of the managed care industry is desirable

Statistical Programmer/Analyst

The National Committee for Quality Assurance (NCQA) is seeking qualified
applicants for the position of Statistical Programmer/Analyst. Someone with
both excellent computer program development skills and a statistical
background would best fill this critically important position.

The National Committee for Quality Assurance is a nonprofit organization
that is committed to improving the quality of health care delivered in the
United States.

The Statistical Programmer will provide programming support to the NCQA
Research and Analysis group by developing, testing, and streamlining
computer programs that prepare data for analysis, perform statistical
calculations, and create statistical graphics. The Statistical Programmer
will also be responsible for developing and maintaining links between
various sources of enterprise data using SAS data manipulation programs and
SQL scripts. The Statistical Programmer will:
*       Develop SAS programs and SQL scripts that access, transform and
process organizational data and perform statistical analyses.
*       Test, validate and refine SAS programs and SQL scripts for
production processes. Assure that the statistical operations performed in
the programs are accurate.
*       Develop statistical methods for data analysis and perform
statistical data analysis. Interpret the results of statistical analyses.
*       Sufficiently document computer programs for internal users, and
write technical documentation for external users of data and analytical
applications.
*       Develop new methods of reporting and displaying the results of NCQA
data analyses using statistical graphics and interactive data presentations.
*       Serve as a technical consultant for external researchers and other
analytical users of NCQA data, to facilitate the use of understanding of
organizational data.

Ideal candidates for the Statistical Programmer/Analyst position will have
the following education and experience:
*       a Masters degree in a statistical discipline or computer science, or
equivalent experience
*       5-7 years of data management and statistical analysis programming
experience
*       expertise in SAS and SQL, familiarity with HTML, XML and MS ASP
preferred.
