Position Title:
Senior Programmer for Primary Care Medical Home Payment Model
Duties & Responsibilities:
The Programmer/Analyst II will create and manage large data sets in order to perform statistical analyses to support a project evaluating a medical home plan coupled with innovative payment reform for primary care. This project will require the creation of several analytic data sets from 5-years of raw inpatient, outpatient, and medication claims data covering several New York communities from one commercial payer. The analyst is responsible for developing and refining definitions of key outcome variables; creating and maintaining high quality data sets, and using these to estimate statistical models, and perform other analyses for this research project. The analyst oversees the creation and integrity of analytic databases while working closely with the project investigators. The analyst ensures that the project is proceeding according to plan and develops recording systems assuring that the flow of data is tracked in an accurate and timely fashion. The analyst will prepare technical appendix documents; detailed documentation of programs and summary data sets with applicable interpretations as well as results tables. The most difficult aspect of this position involves managing multiple, large claims data sets that may differ in structure and content as well as 1) translating and operationalizing analytic concepts such as aggregating data by service type, episode, and patient, 2) creating variables, programs and algorithms that combine the data across the different sources to represent these concepts, and 3) developing and testing definitions of various outcome variables derived from them. The analyst is responsible for checking the accuracy and reliability of the data sets and data analyses. This is a 12 month grant funded position. •Convert claims data files to SAS® statistical software data sets, perform data cleaning, and structure datasets for analysis. •Manipulate and combine claims data to create analytic data sets. •Develop, refine, test, and document technical definitions for outcome measures and other variables (co-morbidities, coverage, demographics). •Creatively problem-solve to address data limitations including missing data, and differences in data structure and field contents. •Design and perform complex statistical analyses in consultation with study investigators. Analyses will incorporate quantitative methods including multivariate statistics and repeated measures analysis. •Write complex programs using SAS® and SUDAAN®, as well as other statistical and analytical software packages and languages including UNIX and SQL. Ensure code is re-usable for subsequent analyses. •Provide investigators with succinct analyses of the statistical methods and data analyses in a readily comprehensible fashion. •Carefully document all programming, data management, and decision steps, which will serve as a technical appendix to project deliverables.
Position Qualifications:
•MS required in health sciences related field, preferably biostatistics. •Three + years in a programmer/analyst position in the health care environment strongly preferred. •Must be deadline oriented, be able to multi-task, and communicate effectively. •Familiarity with health care claims data and analyzing HEDIS measures strongly preferred. •Strong knowledge of SAS and SUDAAN programming. UNIX and SQL, and basic statistical analyses. •Must be deadline oriented, be able to multi-task. Excellent communication skills-both oral and written. •Experience in creation, analysis, interpretation and reporting using large-scale medical data sets. •Proficiency with SAS and SUDAAN programming, SQL and UNIX, and basic statistical analyses required. •Has thorough understanding of analysis, coding, testing and project methodologies. •Demonstrated analytical and reasoning skills to perform high level problem solving.
